Monroe Township entered into the Association’s Program for Municipal Excellence in March 2005.
For most of its history, Monroe was a predominantly rural farming community. Beginning in the 1960s, a significant portion of that farmland was converted to residential development. A majority of the new developments have been active adult communities, giving the Township
a senior population that is higher than the state average. Still, over two-thirds of the land area remains undeveloped or farmed, including more than a thousand acres of parks. Monroe’s unusual demographics and large contiguous sections of parkland endow the Township with a unique character in the watershed. The community has a vision to preserve half of its land area as open space and to maintain a harmonious balance of rural and residential neighborhoods. The municipal assessment identified ten areas in which the Township can improve implementation of its goals.

This report is an informal planning document for municipal officials to use now and into the future. It lays out options to enhance programs or policies already on the books in Monroe Township and highlights work completed there.
